Why does Mediatek(MTK ) have two versions of quadcore tablet pc processor , MT6589 and MT8389 ?

MT6589 widely applied into smart phone ,while MT8389 widely applied into tablet pc. MT6589 is not proper to support the device which screen is over 7 inch.
